EGS is seeking qualified candidates for a Project Manager 3 opportunity in Los Alamos, NM at the Los Alamos National Laboratory.  This is a long-term full-time contract position and comes with top competitive rates with full government Per Diem for those that qualify.  Qualified candidates will have a Bachelors Degree and a minimum 15 years experience.  Active Q-Clearance and nuclear experience required. 
 
Responsible for planning, organizing, coordinating and managing the project activities of assigned projects. Provides direction to project teams and/or group leaders to achieve project related activities. Monitors project performance against budget, overall progress against schedule, identifies other deviations from project plan and implements corrective action(s). Provides for project and/or group personnel administration, assigns personnel for key project positions and approves appointment of others. Provides input to, and approval of project budgets and schedules. Participates in division policy planning and development.

 Has wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods. Considered expert in field within the organization. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. Work is accomplished without considerable direction. May coordinate activities of other personnel. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.

 Position requires thorough knowledge of all aspects of project management tools and techniques relating to all project activities. Responsible for managing, coordinating, and administering small, complex, multi function projects or studies that involve a single business line. Has experience in various project management activities such as planning, budgeting and performance measurement. For positions also serving as a Control Account Manager (CAM), advanced knowledge of and experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and advanced knowledge of and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects. Advanced knowledge of Earned Value Management System (EVMS) tools and processes.

 Position typically requires a recognized degree in an engineering or scientific discipline, or specialized courses in project management, and/or fifteen (15) years experience in two or more of the following functions: project management, engineering, construction, project controls and procurement work leading to a thorough understanding of the knowledge described above, or any combination of education and experience.

What You Will Need: 
  • Proven leadership and management skills (organize, direct, control) a team of workers, including work schedules, project progress and resource allocation. Advanced experience managing construction projects including proactively managing project scope, schedule and budget including Earned Value Management Systems (EVMS). Demonstrated experience identifying project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.
  • Advanced knowledge of all phases and complexity levels of construction projects, upgrades, renovations and D&D. Lead constructability reviews of the design process and the potential impacts to construction cost and schedule. Extensive knowledge and experience with facility maintenance and/or construction management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control and facility control systems.
  • Extensive knowledge and understanding of collective bargaining agreements related to all trades.
  • Extensive understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Demonstrated ability to establish and maintain strong and effective customer engagement.
  • Demonstrated experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs. Provide personal leadership, direction and technical advice regarding health, safety and environmental compliance. 
  • Demonstrated experience and skill in identifying problem areas, investigating alternative solutions and establishing a recovery Plan/Path forward. 
  • Ability to determine actions to be performed on problems affecting maintenance programs.
  • Excellent interpersonal, oral, and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries. 
  • Demonstrated skill in the preparation and presentation of oral and written reports.
  • Demonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking job activities including the coordination of materials and equipment delivery with vendors and suppliers. Ability to promote an open communication environment to develop mutual trust and teamwork.
