Performance Requirements:
 
Plan, schedule, conduct, or coordinate detailed phases of commissioning/startup or testing for a project exercising independent judgment in the evaluation, selection, application, substantial adaption, and modification of standard techniques, guidelines, procedures, and criteria.
Perform detailed design reviews and develop commissioning test documentation for projects. Plan, schedule and coordinate detailed phases of commissioning, startup, operations, or maintenance for a project. Review designs for plant operability, safety, and jobsite commissioning. Assist with the preparation of operations manuals. Plan, guide or prepare project administrative and technical documents as required for commissioning, startup, maintenance, operations, or testing.
Perform and document the results of commissioning/startup tests performed in accordance with procedures, acceptance standards, and industry procedures. These responsibilities are intended to describe the primary elements of the job as a whole, not to describe any one position in its entirety.
Duties:
 
• Expedite work without compromising safety or quality
 • Understand and support the Nuclear Safety Culture
 • Maintain proficiency in the requirements and implementation of Radiological Controls in radiological working environments
 • Utilize technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers
 • Perform other Startup, Commissioning and Testing activities as assigned
 • Mentor junior personnel
 • Comply with all safety standards and procedures
 • Utilize MS Office Suite and other software as required by the assigned project
 • Wear personal protective equipment (PPE) as required (including but not limited to steel toed shoes, gloves, safety glasses, and hearing protection)
 • Qualify as a Level II or Level III Test Engineer in accordance with Manual 1Q 11-1, Test Control.
 • Aid in the development of planning strategies for effective execution of Startup, Commissioning and Testing activities
 • Develop test procedures and test instructions and execute test procedures or test instructions including, but not limited to, directing personnel in the execution of test procedures or test instructions
 • Prepare turnover documents and turnover walkdowns as well as document test/project close out
Subcontractor must successfully complete the duties assigned in 3.1.1 above, as demonstrated during the period of performance and verified by the service provider's manager or designee on a weekly basis.
Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.
Experience / Skills:
 
• Demonstrate substantial cumulative knowledge of performance measurement tools and controls, planning and scheduling techniques, OSHA rules and standards, and requires strong interpersonal, motivational, writing and presentation skills
 • Demonstrate excellent written and verbal communication skills
 • Visual acuity to differentiate between colors, with or without correction
 • Demonstrate proven experience in compliance and implementation of Conduct of Operations, Conduct of Testing, Conduct of Engineering, or Conduct of Maintenance
 • Demonstrate previous experience with the use and implementation of SRS Manual 5E, Startup Test Program (or similar), and related directives and standards (preferred).
 • Demonstrate previous experience in developing, reviewing, approval and presenting Technical Work Documents.
 • Demonstrate personal accountability for facility/project schedules, deadlines, budgets, and the safe performance of work.
 • Possess more than 5 years of proven field accomplishments in high hazard nuclear facilities with emphasis in Startup, Commissioning and Testing.
 • Possess more than 5 years of proven field accomplishments in DOE nuclear or SRS facilities with emphasis in Startup, Commissioning and Testing (preferred).
 • Provide proof of a demonstrated understanding of Training and Qualification of Startup, Commissioning and Testing personnel in accordance with approved Training and Qualification Programs (preferred).
 • Have experience meeting DOE Order 413.3B line-item project requirements for engineering organizations (or equivalent commercial nuclear facility experience) preferred.
 • Demonstrate personal accountability for facility/project schedules, deadlines, budgets, and the safe performance of work.
 • Sit, stand, or walk short distances, climb stairs, stoop, kneel, or bend on an occasional basis. Lift, push or pull up to 27 pounds on an occasional basis.
 • Required to use hands to grasp, lift, handle, carry or feel objects on a frequent basis and reach above shoulder heights and below the waist.
Period of Performance Schedule:
 
• Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two-thousand and eighty hours.
 • The period of performance shall be for a period of one year from award of this agreement. SRNS reserves the right to exercise two additional one-year option periods.

Qualification Criteria:
 • An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
