We are looking for a SENIOR LEVELED transmission Line Construction Manager with Overhead Lines Experience.
Job Description:

The CM is the third-party construction representative of the Utility Project Management team and is the eyes and ears of Utility in the field. As such, the CM provides oversight of all construction and on-site tasks performed by third party vendors. The CM coordinates the schedule with the assigned Utility Project Manager (PM) with regard to required site progress, resources required and their mobilization and demobilization and the corrective measures necessary in order to accomplish the work relative to safety, quality, schedule andcost.

Safety Related
  • Inspect work in progress to ensure that workmanship conforms to:
    • Utility, OSHA, NEC and Contractor safety procedures and specifications
    • Utility Construction Standards
  • If unsafe or questionable actions are observed, stop the job immediately and ensure all equipment is placed in a safe condition. Report the unsafe or questionable action immediately to Utility Management and the BHI Energy Field Operations Manager (FOM)
  • Assist with review and obtain concurrence of  Job Hazard Analysis (JHA) from each contractor as needed
  • Daily safety briefings:
    • Attend contractor daily brief prior to starting work
    • Be an active participant in the process
    • Identify any opportunities for improvement and provide feedback to the person conducting the briefing
  • Complete weekly work observations and safety observations as opportunities present
  • Be on-site whenever critical activities are performed by contractor
  • Ensure that any accident, incident, near miss or injury is reported and investigated through both the Utility and BHI Energy Incident Reporting systems
General Tasks
  • CM must:
  • Ensure job site safety policies and practices are maintained at all times
  • Ensure proper project documentation is developed and maintained
  • Have strong communication skills
  • Have strong leadership skills
  • Be proactive in anticipating field issues and collaborative in their resolution
  • Be qualified to hold clearances
  • Represent Utility Energy in all aspects of overseeing contractor construction activities
  • Ensure proper focus is placed on environmental permits, policies and procedures
  • Monitor project construction schedule  and look ahead to anticipate issues and develop corrective actions accordingly
  • Attend contractor’s meetings such as daily tailboards, safety briefings, environmental and quality meetings
  • Work with the assigned Utility PM and contractors to develop contingency plans as needed
  • Review contractor invoices and schedules
  • Notify Utility Supervisor, Utility PM and BHI Energy FOM of any and all problems or foreseeable issues throughout construction or any complaint presented by the general public
  • Coordinate Material delivery between the Utility stockroom and Contractor as necessary
  • Facilitate resolving construction problems, discrepancies, procedures, and methods by working with the responsible Utility PM, Safety, Engineering, Contracts, Materials Management and Contractor
  • Minimize Change Orders
  • Support the responsible Utility PM in review of requested Change Orders/Notices or other claims submitted by Contractors which relate to additional payments, schedule adjustments or other modifications to the Project, and make such recommendations to the PM regarding the legitimacy of such claims, and review the Contractor’s proposed mitigation plan
  • Review and understand the project documentation and any related documentation and provide input to enhance the constructability of the Project, taking into account safety, quality, schedule and cost considerations
  • Participate in the construction Kick-off meeting with the responsible Utility PM and the contractor(s)
  • Review the test protocol, where applicable
  • Initiate Transmission outage requests for project work through the Regional Switching Authority
  • Initiate Distribution outage requests using the System Operations Center process
  • Continuously communicate (written and verbally) with the associated responsible Utility PM
  • Coordinate as necessary with all local and state municipalities throughout project execution
  • Identify and track all the project’s permits requirements ensuring their compliance and coordinate permit inspections as needed
  • Ensure all Critical Infrastructure Protection (CIP)/ North American Electric Reliability Corporation (NERC) requirements are maintained throughout project execution
  • Mentor junior CMs in Transmission line construction details and raise the overall knowledge level of the group
Technical Skills Required
  • Detailed knowledge of transmission line construction
  • Thorough knowledge of applicable work practices and procedures, and safety requirements
  • Possess a detailed knowledge of transmission power system operations, maintenance, and construction 
  • Must have good human resource management and business planning skills
  • Must have a working knowledge of information technology and the use of Utility’s office automation and information systems 
  • Must possess and maintain a valid motor vehicle operator's license
