The Role:
The Construction Manager is responsible for representing the company in all aspects of contractor activities in the field, construction field management and inspection of transmission lines and substation projects within an assigned geographic area and acts as group leader providing guidance to other Construction Representatives. Monitors and coordinates the activities of contractors involved in construction activities of transmission facilities and other Construction Representatives. Ensures the safe and efficient performance of contract crews engaged in construction activities for client while meeting client's quality standards and approved construction practices. Will be responsible for assistance with providing detailed job descriptions, before-and-after pictures, asset identification, and records for each individual line maintenance job.  This position sits in Hartford, CT.

The Essentials:
  • Detailed knowledge of transmission construction
  • Thorough knowledge of applicable work practices and procedures, and safety requirements
  • Possess a detailed knowledge of transmission power system operations, maintenance, and construction 
  • Must have good soft skills and business planning skills
  • Must have a working knowledge of information technology and the use of Client's office automation and information systems 
  • Must possess and maintain a valid motor vehicle operator's license with a 5 year history that is violation free (exceptions exist for minor violations)
What it takes:
Safety Related
  • Inspect work in progress to ensure that workmanship conforms to:
    • OSHA, NEC and Contractor safety procedures and specifications
    • Client's Construction Standards
  • If unsafe or questionable actions are observed, stop the job immediately and ensure all equipment is placed in a safe condition. Report the unsafe or questionable action immediately to Client's Management and the BHI Energy Field Operations Manager (FOM)
  • Assist with review and obtain concurrence of Job Hazard Analysis (JHA) from each contractor as needed
  • Daily safety briefings:
    • Attend contractor daily brief prior to starting work
    • Be an active participant in the process
    • Identify any opportunities for improvement and provide feedback to the person conducting the briefing
  • Complete weekly work observations and safety observations as opportunities present
  • Be on-site whenever critical activities are performed by contractor as identified in BHI Energy T&D Conduct of Operations TDP-002
  • Ensure that any accident, incident, near miss or injury is reported and investigated through both the client and BHI Energy Incident Reporting systems
  • Ensure job site safety policies and practices are maintained at all times
  • Ensure proper project documentation is developed and maintained
  • Have strong communication skills

  • Be proactive in anticipating field issues and collaborative in their resolution
  • Be ESOP-100 qualified as required
  • Be capable of driving to job sites in excess of 50 miles in one direction
  • Represent Client's Energy in all aspects of overseeing contractor construction activities
  • Ensure proper focus is placed on environmental permits, policies and procedures
  • Monitor project construction schedule and look ahead to anticipate issues and develop corrective actions accordingly
  • Attend contractor's meetings such as daily tailboards, safety briefings, environmental and quality meetings
  • Work with the assigned Client PM and contractors to develop contingency plans as needed
  • Review contractor invoices and schedules
  • Notify Client's Supervisor, Client's PM and BHI Energy FOM of any and all problems or foreseeable issues throughout construction or any complaint presented by the general public
  • Coordinate Material delivery between the Client's stockroom and Contractor as necessary
  • Facilitate resolving construction problems, discrepancies, procedures, and methods by working with the responsible Client PM, Safety, Engineering, Contracts, Materials Management and Contractor
  • Minimize Change Orders
  • Support the responsible Client PM in review of requested Change Orders/Notices or other claims submitted by Contractors which relate to additional payments, schedule adjustments or other modifications to the Project, and make such recommendations to the PM regarding the legitimacy of such claims, and review the Contractor's proposed mitigation plan
  • Review and understand the project documentation and any related documentation and provide input to enhance the constructability of the Project, taking into account safety, quality, schedule and cost considerations
  • Participate in the construction Kick-off meeting with the responsible Client's PM and the contractor(s)
  • Review the test protocol, where applicable
  • Initiate Transmission outage requests for project work through the CONVEX Transmission Outage Application (TOA) process
  • Initiate Distribution outage requests using the TD-800 process
  • Continuously communicate (written and verbally) with the associated responsible Client PM
  • Coordinate as necessary with all local and state municipalities throughout project execution
  • Identify and track all the project's permits requirements ensuring their compliance and coordinate permit inspections as needed
  • Ensure all Critical Infrastructure Protection (CIP)/ North American Electric Reliability Corporation (NERC) requirements are maintained throughout project execution
  • Bachelor's degree in Engineering, Construction Management, or related field, or equivalent experience (5+ years' project management in the electrical industry)
  • Previous construction management experience with substation and line construction projects is required
  • Ability to read blueprints, drawings and plan sets
  • Advanced understanding of risk management policies and procedures
  • Strong knowledge of construction materials, processes and equipment
  • Strong verbal and report writing skills
  • Must have a valid Driver's License and be insurable.  Will be provided a vehicle and gas card.
  • Will be subject to successful Background Investigation and Drug Screening prior to start on the job.
