The Role:

 

The Right of Way Agent is responsible for performing right-of-way duties for BHI Energy clients within the state of Vermont. Assignments and duties may include property research, appraisals, coordination with property owners and consultants, title examination, negotiations, right of way vacations, and relocation assistance. This position will receive work assignments from the Utility Customers.

 

 

 The Essentials:


  • Negotiates and acquires easements and fee ownership of rights of ways for roads, slopes, storm drainage, sewer lines, pump stations and plant sites, electric and telephone transmission lines, park sites, greenways, maintenance sites, and for other client needs as required.
  • Assists with utility agreements and licenses within the client owned right-of-way and on client owned property.
  • Perform research activities in County and State records.
  • Assist with the development and maintenance of client files, databases, and other information systems.
  • Attend and participate in client meetings. Present recommendations and ideas to enhance the division's performance and services it provides.
  • Attend and participate in sponsored training as needed.
  • Prepare written reports that estimate property values, outline methods by which the estimations were made, and meet appraisal standards.
  • Explain assessed values to property owners and defend appealed assessments at public hearings

 
Job Requirements

 

What its going to take:

 

  • Bachelor's degree highly desired.
  • Four (4) years as a Right of Way Agent or equivalent position that would ensure the knowledge required for the duties of the job. 
  • Demonstrated knowledge of appraisal and/or negotiation principles, policies, procedures, and techniques.
  • Demonstrated knowledge of real estate principles.
  • Legal descriptions of property and instruments of ownership; real estate and condemnation law, title work and property management. 
  • Knowledge of zoning and building code, map reading, land title reports and specialty appraisals 
  • Knowledge of appraisal theory and technique as it applies to eminent domain, federal, state and county real property acquisition and relocation assistance policies and procedures.
  • Ability to read and interpret engineering highway plans, project specifications, technical and profile drawings, surveys, and maps.
  • Possession of or obtain status as Notary Public in the State of Vermont within (6) months of hire
  • Possess and maintain an unrestricted valid driver's license
  • Must pass background and credit check
  • Good oral and written communication skills are required
