The Role:
The Substation Damage Assessor is responsible for performing post-storm damage assessments of substations as assigned by Florida Power & Light's (FPL) lead for substation damage assessment. The Substation Damage Assessor is qualified to (assess damage) independently inside the substation facilities
The Essentials:
  • Assess the security and integrity of the site and identify any risks to the public at large. Vault, roof, fence, flooding, and tree damage should be assessed, and any immediate concerns reported to their FPL lead and/or the Division Supervisor. This includes defining the extent of the damage to facilities and structures and the suggestion of possible temporary and/or permanent solutions to mitigating any issues found. If there is a condition that poses a risk to the public (or a security risk to the facility), the patrollers will stay on site and keep members of the public away until security or stations personnel can arrive.
  • Further assess and document any alarms, abnormal conditions, or damaged equipment within the relay vault.
  • Verify all equipment is left in the proper switched condition as per the operating diagram. Report any inconsistencies regarding equipment that is damaged and has not been switched out. Non-FPL Substation patrollers are not to perform any switching but are to refer any unsafe or incorrect conditions found.
  • Further assess the facility's structures and equipment and give feedback regarding the extent of the damage and the materials and tasks required to bring the station back into service. Give input to technical services to aid in their determination of whether a given piece of damaged equipment can be repaired or needs to be replaced.
  • All of the assessment data collected is to be recorded by filling out the PD-8 form, along with pictures if possible, and returning it to their FPL lead and/or the Area Storm Manager. If any equipment assessed is part of the BES, ensure that it is clearly noted as such and that the BES facility box is checked on the PD-8 form.
  • For unsafe situations such as leaking transformers, the Area Storm Manager needs to be contacted immediately and made aware of the situation.
  • Knowledge of substation design, construction, maintenance, and operations in support of quality damage assessments and recommendations for repairs and recovery of equipment.
  • Knowledge of energy delivery power systems.
